There are several methods to search for contract notices published. Consult publications or specialized sites, review the Place platform or the buyer profiles or setting up an electronic watch are all possibilities.

Companies can consult the public service procurement projects.

A public procurement project is a perspective of public procurement. It is likely to evolve at any time until the publication of a call for tenders on a dedicated site.

Public buyers (State, public institutions, hospitals and local authorities) can decide to publish their procurement plans on the consultation portal APProch. He is open for free to companies and public purchasers.

  • Official Bulletin of Public Procurement Announcements (BOAMP): it is accessible online. Publication in BOAMP is mandatory for contracts that exceed european thresholds. Advertising is mandatory either at BOAMP or in a Shal for contracts that exceed €90,000.

  • Support entitled to receive legal ads (Shal): there is a list of legal ad logs. Advertising is mandatory either in a Shal or at BOAMP for supply or service contracts that exceed €90,000.
  • Official Journal of the European Union (OJ) : for contracts with a value equal to or greater than european thresholdsAdvertising is mandatory in the OJEU and in the BOAMP. Advertising at the Shal is optional.

Place, a platform for the dematerialization of state procurement procedures

Place is the platform for the dematerialization of public procurement. On-site publication is mandatory for state contracts from €60,000 HT.

It allows companies to consult and respond to government contracts (central administration, departmental or regional directorates, public institutions, independent administrative authorities).

Buyer profiles: platform for dematerialization of public buyers

The buyer profile is a dematerialized site that the public buyer uses to carry out his public purchases. In other words, it is a virtual “trading floor” or “marketplace”.

Public buyers (local authorities, local public institutions, etc.) are required to have a buyer profile. They can also join forces to form a common platform.

This platform must be accessible free of charge and propose the features following:

  • Publication and consultation of contract notices
  • Provision of market consultation documents (formerly known as the company Consultation File or WFD)
  • Submission of applications and offers
  • Questions/answers with buyers
  • Secure messaging for market notification
  • Publication of key public procurement data (data on contract awards)

Each region has a platform for the dematerialization of public procurement.

The departments or communities of agglomerations and communities of communes make available their own buyer profiles (for example: Territoires Numériques, maximilien.fr).

The provision of consultation documents on one profile of buyers is mandatory for the contract which complies with the following 2 conditions:

  • Estimated value of the contract is equal to or greater than €60,000 HT
  • Is subject to an advertising and competitive tendering procedure

Companies can set up a monitoring system to better target the public procurement notices that correspond to them. This monitoring may cover a limited geographical area or a sector of activity.

Legal announcement logs, the Supplement to the Official Journal of the European Union (OJEU) for European Union tenders, the Place platform and some buyer profiles allow you to save search criteria to select contract reviews.

Similarly, the buyer profiles provide an alert system. Subscribers receive emails with new ads matching their search criteria. For markets above €90,000 HT, the buyer profile has the advantage of grouping in one place advertising and consultation documents which include more complete information.

Some Private businesses propose a paid standby service They obtain the consultation documents and provide them to their clients. They also sometimes offer an online service for searching for public procurement notices

Companies can also visit the institutional site of public buyers.

Indeed, some public purchasers use their websites to publish the following:

  • List of ongoing proceedings
  • List of contracts concluded in the previous year
  • Link to their buyer profile

However, it is not an obligation.

In addition, this method of information obliges the economic operators to check the website or the profile of buyers of each public body, without being sure to find a contract notice concerning them.
