Declaration of Completion and Compliance of works (DAACT)

You have obtained a prior declaration, a building permit or a planning permit to carry out works. They're over. You must make a declaration attesting to the completion and compliance of your works (DAACT: titleContent). It allows you to inform the town hall of the end of your works. You attest to their compliance with the urban planning authorization obtained. We guide you through the steps of the process.
Step-by-step approach
You have obtained an urban planning authorization (prior declaration, building permit or planning permission) and your works are complete. You must file a DAACT: titleContent.
Please note
You must report the full or partial completion of the works. Partial completion refers to the works in installments, initially foreseen by your urban planning authorization. At the end of each slice, you must complete a DAACT: titleContent.
You must use the following form:

You must sign the DAACT: titleContent or have it signed by the architect when he ran the works.
Depending on the project, you must attach to the DAACT: titleContent certificates certifying compliance with certain construction rules. They can be generated on the following platform:

Accessibility certificate
You must provide a certificate of accessibility in the following cases:
- Construction of a detached house to rent or make available or to be sold
- Construction of a collective dwelling building or a new part of a collective dwelling building
- Construction of a multi-unit residential building or a new part of a multi-unit residential building for temporary or seasonal use
- Works in an existing collective dwelling where dwellings are built by change of destination
- Works in an existing collective dwelling or in an existing dwelling where dwellings for temporary or seasonal occupancy are constructed
- Building or creating a ERP: titleContent
- Works in an existing ERP or creation of a ERP in an existing built environment.
The certificate shall be drawn up by an approved technical controller, architect or design office.
Certificate of compliance with environmental regulations RE2020 and thermal RT2012
You must provide a certificate of compliance with the environmental regulation RE2020 or thermal regulation (RT2012) for the building construction projects or parts of buildings (extension of an existing building).
Warning
You do not have to provide a certificate for the Energy renovation works on an existing building. However, an existing building must comply with thermal regulations (« global » RT or « element by element » RT) and can still be subject to regulatory control.
The « global » thermal regulation applies to existing residential and tertiary buildings with an area of more than 1000 m² that are undergoing major renovations.
The ‘elements’ thermal regulation applies to existing residential and non-residential buildings with the exception of those subject to measures concerning major renovations.

Certificates of consideration of environmental regulations RE 2020 and thermal RT 2012
The certificate shall be drawn up on behalf of contracting authority by the following persons or bodies:
- Architect
- Diagnostic DPE: titleContent for detached or adjoining houses
- Approved Technical Controller
- Certification body under agreement with the Ministry responsible for construction (Cerqual, Prestaterre or Promotelec Services)
- Approved design office.
Acoustic certification
You must provide an acoustic certificate for new residential buildings and new parts of the following existing residential buildings:
- Collective housing building
- Detached house when it is attached to or superimposed on an activity room, or located next to installations classified as noise exposure plans.
It attests to the respect of the acoustic regulation.
The certificate shall be drawn up by the following persons or bodies:
- Architect
- Approved Technical Controller
- Approved design office.
Seismic and paracyclonic certification
In areas exposed to a seismic or cyclonic risk, an approved technical controller or design office certifies that the seismic and paracyclonic construction rules are complied with. For detached houses, the constructor may draw up the certificate.

Attestation removal swelling of clay soils
This certificate is required in an area that is highly and moderately exposed to the phenomenon of shrinking and swelling of clay soils (RGA). It is established by a technical controller, a design office or the constructor for single-family homes. To find out if you are in an RGA zone, a database is available:

Warning
To prevent the risk of shrinkage and swelling of clay soils, you have the obligation to respect, at your choice, special construction techniques or the recommendations of your geotechnical study. This study is carried out by a geotechnical design office before any construction, if it is not attached to your title.
The mode of transmission of your DAACT: titleContent differs depending on whether you are in the province or in Paris.

The town hall can challenge the conformity of your building to the urban planning authorization, by checking on the spot, during a period that varies according to the location of your building.
Your project can be located in remarkable heritage site, a sector which has a historical, aesthetic or justifiable character for the conservation, restoration and enhancement of all or part of a set of buildings.
Your project may also be located in an area exposed to natural, technological or mining risks (landslide, flood zone or nuclear risk for example).
General scenario
The town hall has 3 months to challenge the conformity of the works from the date of receipt of the DAACT: titleContent.
Historic monument or remarkable heritage site
The town hall has 5 months to challenge the conformity of the works on immovable property registered under historical monuments or located within the perimeter of a remarkable heritage site from the date of receipt of the DAACT: titleContent.
Natural, technological or mining risks
The town hall has 5 months to challenge the compliance of works in an area covered by a natural, technological or mining risk prevention plan from the date of receipt of the DAACT: titleContent.
If your construction is not compliant, the town hall can give formal notice, by post RAR: titleContent, to make the necessary works. For this, she may ask you to submit a amending building permit.
Warning
If regularization is impossible, the city council can impose the demolition of the building.
Without a response from the City Hall within the deadline, the works are considered completed and compliant.
The method of obtaining a certificate of non-contestation differs depending on whether you are in a province or in Paris.
General scenario
If you wish to obtain a certificate of non-contestation, you must request it from the town hall.
This request must be sent to the town hall by simple or registered mail. The certificate shall be issued within 15 calendar days from the receipt of your request.
In Paris
If you wish to obtain a certificate of non-contestation, you must request it online at Basu: titleContent.
