Any voluntary operation resulting in the destruction of the wooded condition of a land and ending its forest use is considered as clearing and requires prior authorization, unless it is the indirect consequence of company operations in application of a public utility easement (e.g. energy supply).
The filing of the application does not constitute authorization.
