Mandatory charging infrastructure for electric vehicles

There are several obligations regarding the establishment of charging infrastructure for plug-in electric and hybrid vehicles in the parking lots with more than 10 spaces. Certain obligations concern the pre-equipping parking spaces. Others concern the installation of charging stations. We explain the regulations.
The obligations mentioned in this sheet concern the Metropolitan FranceCorsica excluded. In parking lots located in a non-interconnected area (ZNI) in the continental metropolitan network, the obligations are specified in the Multi-annual energy programming (PPE).
The obligations of installation of pre-equipping parking spaces relate to buildings for non-residential, residential use, or mixed under certain conditions.

Residential
Parking lots concerned
The obligation of pre-equipped pitches concerned in parking lots with more than 10 parking spaces located in the residential buildings following:
- new or adjoining such buildings
- located at the interior of residential buildings subject to a major renovation including parking or electrical installation of the building
- located at the exterior of the buildings i.e. in adjoining residential buildings subject to a major renovation including the parking lot or its electrical installation.
FYI
A renovation is considered important when its amount represents at least 25% the value of the building, excluding the cost of the land.
Mandatory infrastructure
In these parking lots, the totality pitches must be pre-equipped.
Equipment for recharging electric and plug-in hybrid vehicles shall allow for individualized consumption count of electricity.
Non-residential
Parking lots concerned
The obligation of pre-equipped pitches concerns parking lots with more than 10 parking spaces located in the non-residential buildings following:
- new or adjoining such buildings
- located at the interior of residential buildings subject to a major renovation including parking or electrical installation of the building
- located at the exterior of the buildings i.e. in adjoining residential buildings subject to a major renovation including the parking lot or its electrical installation.

A renovation is considered important when its amount represents at least 25% the value of the building, excluding the cost of the land.
Mandatory infrastructure
The obligations regarding pre-equipment of non-residential buildings are as follows:
- At least 20%of pre-equipped pitches
- And 2% pre-equipped pitches (and at least 1 pre-equipped pitches), are dimensioned to be accessible to persons with reduced mobility (PRM)
- And at least 1 location, the dimensions of which allow access to PRMs, is equipped for charging plug-in electric and hybrid vehicles.
In parking lots with more than 200 parking spaces, at least 2 slots must be equipped for recharging plug-in electric and hybrid vehicles, one of which is reserved for people with reduced mobility.

One renovation is described as important where its amount represents at least 25% the value of the building, excluding the cost of the land.
Mixed
For parking lots of mixed buildings comprising 11 to 20 locations, the applicable obligation shall correspond to the majority use of the park.
For those of these same buildings comprising at least 21 locations, the obligations shall apply to parking spaces proportionally the number of spaces reserved for non-residential or residential use.
Example :
A mixed-use building has 80 sites, 44 of which are for residential use (dwellings) and 36 for non-residential use (offices).
The following infrastructure must be installed on the parking spaces of this building:
- In accordance with the regulations applicable to uses residential : 44 pitches must be pre-equipped and allow an individualized count electricity consumption.
- In accordance with the regulations applicable to uses non-residential : at least 20% an additional 36 pitches must be pre-equipped and at least 2% are designed to be accessible to persons with reduced mobility (PRM). Additionally, at least one space must be equipped for charging plug-in electric and hybrid vehicles and accessible to PRMs. In the case of locations allocated to uses non-residential of this building, at least 8 pitches must be pre-equipped and at least 1 must be sized to be accessible to persons with reduced mobility (PRM). At least 1 of the locations must be both accessible to PRMs and equipped for charging plug-in electric and hybrid vehicles.
On the other hand, the does not apply :
- Parking lots dependent on buildings owned and occupied by companies from less than 250 employees and:
- On balance sheet less than €43 000 000
- And/or with a turnover of less than €50 000 000
- Or to other fleets where, in the case of major renovation, the cost of charging and connecting facilities represents more than 7% the total cost of this renovation.
Pre-equipment requirements for parking lots in residential, non-residential and mixed buildings
Cases excluded from the obligation to pre-equip parking lots
Routing of electrical energy
The pre-equipping a parking space consists of the installation of:
- Of ducts for the passage of electrical cables. They must be sized to allow a square passage with a side of at least 100 mm.
- Of power and safety devices necessary for the subsequent installation of charging points for plug-in electric and hybrid vehicles.
The pre-fitting of a parking space must make it possible to make electrical energy available at the charging point. Electrical energy shall be delivered:
- Either by a general low voltage panel from the internal electrical installation of the building, located downstream of a specific delivery point or not to the charging infrastructure of electric vehicles
- Either by a construction of the public electricity network located on the right of way of the building.
Such equipment or structures shall be dimensioned so as to be able to supply at least 20% of all parking spaces. The dimensioning of the power supply of the entire building takes into account the temporal complementarity and the proliferation of all uses, including charging infrastructure for electric and plug-in hybrid vehicles.
The mandatory installations of the pre-equipment vary depending on whether the electricity is delivered by:

General low-voltage panel of the building's interior electrical installation
If the electrical energy is delivered by a general low-voltage panel of the building's internal electrical installation, located downstream of a specific delivery point or not to the charging infrastructure of electric vehicles, the pre-equipment includes :
- Ec general low voltage panel the building's internal electrical installation dedicated to the charging infrastructure for electric vehicles
- The power cable connecting to delivery point specific or not
- THEinstallation of the specific delivery point electric vehicle charging infrastructure, if any.
The pre-equipment does not include the terminal circuits of the recharging points (power cables and associated protection devices) from the general low-voltage panel.
Construction of the public electricity grid located on the right-of-way of the building
If the electrical energy is delivered directly by a structure of the public electricity network located on theright-of-way of the building, then the pre-equipment includes a possibility of ground connection close to the ducts for the passage of electrical cables.
He does not include the following:
- Collective connection line to supply parking spaces
- Collective piping of land
- Delivery points
- Terminal circuits of delivery points.
Minimum electrical power (PIRVE)
Electrical installations for vehicle charging shall:
- To be dimensioned in such a way that serve the number of parking spaces subject to the obligation to include charging infrastructure.
- Allow toconvey sufficient electrical power to cover the needs of charging infrastructure for electric vehicles and plug-in hybrids. This electrical power, noted PRIVATE and expressed in kVA, shall be established taking into account, in particular, the natural expansion of consumption and the management of recharging points with a view to optimizing energy use at the building scale.
PIRVE power can be modulated by controlling the recharging points, in order to optimize the electrical energy needed to power the charging infrastructure of plug-in electric and hybrid vehicles.
PIRVE values depend on the number of parking spaces in the park:

10 to 20 locations
It also depends on the type of parking lot. This is linked to:
Residential buildings
The PIRVE power must be at least 15 kVA.
Non-residential buildings
The PIRVE power also depends on the type of vehicles that the parking lot accommodates:
Vehicles for professional use, vehicles of employees or public service employees
The PIRVE power must be at least 15 kVA.
Other vehicles (customers, etc.)
The PIRVE power must be at least 22 kVA.
21 to 40 locations
It also depends on the type of parking lot. This is linked to:
Residential buildings
The PIRVE power must be at least 22 kVA.
Non-residential buildings
The PIRVE power also depends on the type of vehicles that the parking lot accommodates:
Vehicles for professional use, vehicles of employees or public service employees
The PIRVE power must be at least 22 kVA.
Other vehicles (customers, etc.)
The PIRVE power must be at least 33 kVA.
41 to 100 locations
It also depends on the type of parking lot. This is linked to:
Residential buildings
The PIRVE power must be at least 30 kVA + 6 kVA per 10 locations above 50.
Example :
A fleet of 78 residential building sites will be required to carry a minimum PIRVE of at least 42 kVA.
Non-residential buildings
The PIRVE power also depends on the type of vehicles that the parking lot accommodates:
Vehicles for professional use, vehicles of employees or public service employees
The PIRVE power must be at least 30 kVA + 6 kVA per 10 locations above 50.
Example :
A fleet of 78 locations for a non-residential building intended for vehicles for professional use, vehicles for employees or public service agents must convey a minimum PRIVATE of at least 42 kVA.
Other vehicles (customers, etc.)
The PIRVE power must be at least 44 kVA + 8 kVA per 10 locations above 50.
Example :
A fleet of 78 locations for a non-residential building intended for customers will have to carry a minimum PIRVE of at least 60 kVA.
101 to 200 locations
It also depends on the type of parking lot. This is linked to:
Residential buildings
The PIRVE power must be at least 60 kVA + 3.6 kVA per 10 locations above 100.
Example :
A fleet of 178 residential building sites will be required to carry a minimum PIRVE of at least 85.2 kVA.
Non-residential buildings
The PIRVE power also depends on the type of vehicles that the parking lot accommodates:
Vehicles for professional use, vehicles of employees or public service employees
The PIRVE power must be at least 60 kVA + 3.6 kVA per 10 locations above 100.
Example :
A fleet of 178 locations for a non-residential building intended for vehicles for professional use, vehicles for employees or public service agents must convey a minimum PRIVACY of at least 85.2 kVA.
Other vehicles (customers, etc.)
The PIRVE power must be at least 84 kVA + 5 kVA per 10 locations above 100.
Example :
A fleet of 178 locations for a non-residential building intended for customers will have to carry a minimum PIRVE of at least 119 kVA.
201 locations and more
It also depends on the type of parking lot. This is linked to:
Residential buildings
The PIRVE power must be at least 96 kVA + 0.2 kVA for each location above 200.
Example :
A fleet of 378 residential building sites will be required to carry a minimum PIRVE of at least 131.6 kVA.
Non-residential buildings
The PIRVE power also depends on the type of vehicles that the parking lot accommodates:
Vehicles for professional use, vehicles of employees or public service employees
The PIRVE power must be at least 96 kVA + 0.2 kVA for each location above 200.
Example :
A fleet of 378 locations intended for a non-residential building intended for vehicles for professional use, vehicles of employees or public service agents must convey a minimum PRIVATE of at least 131.6 kVA.
Other vehicles (customers, etc.)
The PIRVE power must be at least 134 kVA + 0.28 kVA for each location above 200.
Example :
A fleet of 378 locations for a non-residential building intended for customers will have to carry a minimum PIRVE of at least 183.84 kVA.
Pilotage and safety
The configuration of pre-equipped parking spaces must be compatible with the subsequent implementation of a charging point control system.
FYI
Each electrical circuit of the charging infrastructure downstream of the delivery point shall have a grounded protective conductor and shall meet the safety requirements laid down in the regulations for electrical installations of buildings.

Parking lots concerned
The obligation toinstallation of charging stations concerned, since the 1er January 2025, buildings existing following:
- Non-residential which comprise more than 20 parking spaces
- Mixed of which more than 20 parking spaces are intended for non-residential use.
The obligation applies only car parks dependent on buildings owned and occupied by companies more than 250 employees and:
- On balance sheet greater than €43 000 000
- And/or with a turnover greater than €50 000 000.
Mandatory infrastructure
These buildings must have at least one recharging point for electric and plug-in hybrid vehicles. This location must be located on a pitch whose dimensions allow access to persons with reduced mobility.
These buildings must have1 charging point per 20 additional locations.
Example :
A non-residential building with 95 parking spaces must have at least 4 charging points for electric and plug-in hybrid vehicles, including 1 accessible to people with reduced mobility.
Please note
The obligation may be adapted if significant works of adaptation of the electricity network are necessary to fulfill that obligation.
Adaptation works are considered important if the amount of works necessary on the part located upstream the general low-voltage panel serving the charging points, including on this panel, exceeds the total cost of works and equipment produced downstream of this table with a view to the installation of the charging points.
In the case of large works, the number of charging points shall be kept to a minimum so that the works upstream of the general low voltage switchboard, including in that switchboard, are less than the total cost of the works downstream of that switchboard.
