The administration has set up specific committees to help companies in difficulty find solutions to restore their financial situation.
A company that encounters financing problems to ensure its activity or development, may be accompanied by one of the following:
- Where it has fewer than 400 employees: Departmental Committee for the Review of company Financing Problems (Codéfi)
- Where it has more than 400 employees: Interministerial Committee for Industrial Restructuring (Ciri)
Codefi
The Codefi helps companies in difficulty with less than 400 employees by proposing financial, social and industrial measures. It guides and helps these companies to find solutions to recover, keep employees employed or develop.
It is a departmental structure chaired by the prefect of the department. It is a local contact for companies.
It may carry out the following actions:
- To welcome and direct companies in difficulty to the competent interlocutors (for example, the Financial Services Chiefs' Commission (FSCC) for obtaining payment terms)
- Detecting difficulties: with the agreement of the company, Codéfi can conduct audits to assess the financial, economic and social situation of the company. The objective of the audit is also to validate the economic recovery assumptions and to establish a cash flow forecast plan
- Make diagnoses and offer treatment adapted to difficulties: loans can be offered to the company for its economic and social development.

Who shall I contact
Ciri
The Ciri's mission isto help companies in difficulty more than 400 employees by proposing financial, social and industrial measures. It guides and helps these companies to find solutions to recover, keep employees employed or develop. Ciri is a national structure chaired by the Director General of the Treasury.
It may carry out the following actions:
- Perform a diagnosis on the company's situation
- Identify proposals for recovery
- Conduct negotiations with economic players (shareholders, creditors, customers, suppliers, etc.) in agreement with the company without replacing the company manager
- Possibly grant loans under certain conditions.
