Enabling is an authorization to access the Vehicle Registration System (VRS). It is granted by the Ministry of the Interior to automotive professionals and landlords wishing to carry out on the internet the procedures for registration and obtaining the registration certificate (previously called ₪) on behalf of an individual. The authorization is issued by the prefect of the department of the company's headquarters.

Approval is granted by the DGFIP: titleContent professionals in the automotive trade and car rental companies wishing to collect registration taxes on behalf of the State. The authorization allows these professionals to return the funds to the Treasury either by direct debit or by professional bank payment.

Automobile professionals and car rental companies must apply for authorization and/or approval using a teleprocedure.

The application for authorization may be submitted at the same time as the application for authorization or later.

Once the application is entered, a number will be assigned.

You must then contact the prefecture of the department of the headquarters of the company to:

• Obtain a list of supporting documents to be provided
• Know how to sign the authorization and/or approval agreement.

Some prefectures may send an email directly to the applicant to provide these elements, without it being necessary to request them.
