How should an automotive professional apply for authorization and approval to register vehicles?

Enabling is an access authorization to the Vehicle Registration System (VRS). It is granted by the Ministry of the Interior to automotive professionals wishing to carry out on the internet the procedures for registration and obtaining the registration certificate (previously called vehicle registration certificate) on behalf of an individual. The authorization is issued by the prefect of the department of the headquarters of the company.

Approval is granted by DGFIP: titleContent to automotive professionals wishing to collect registration taxes on behalf of the State. Authorization allows these professionals to return the funds to the public treasury either by direct debit or by professional bank payment.

To apply for authorization, the applicant must sign 2 documents in which certain obligations must be fulfilled: an agreement of company and a convention of establishment.

Company Agreement

In order to enter into a company agreement, the applicant must comply with all of the following conditions:

  • Engage in a professional activity related to the construction, fitting out, importation, repair, purchase and sale, financing, rental or destruction of motor vehicles or towed vehicles
  • Do not have a conviction listed in bulletin n°2 of the criminal record. For a legal person, this condition also applies to managers and partners.
  • Do not have any incompatibility with the authorization following the planned administrative safety investigation
  • Prove, at the date of the application, a legal existence and a professional activity carried out for at least 3 years.

Establishment Agreement

In order to enter into an establishment agreement, the applicant must comply with all of the following conditions:

  • Engage in a professional activity related to the construction, fitting out, importation, repair, purchase and sale, financing, rental or destruction of motor vehicles or towed vehicles
  • Do not have a conviction listed in bulletin n°2 of the criminal record. For a legal person, this condition also applies to managers and partners.
  • Do not have any incompatibility with the authorization following the planned administrative safety investigation
  • Prove, at the date of the application, a legal existence and a professional activity carried out for at least 1 year and have carried out at least 200 registration operations during this period
  • Have a professional premises dedicated to the activity.

Automotive professionals must apply for their authorization and approval using a teleprocedure.

Company Agreement

The company agreement shall be signed between the natural person or the legal representative of the company and the prefect of the department in whose territory the head office or principal establishment is located.

It is concluded for a period of 3 years.

The establishment agreement is signed between the natural person or the manager of the establishment, designated by the company agreement, and the prefect of the department in whose territory the premises dedicated to the professional activity is located.
